After first spell (beginning with second) all spell
costs become double the base cost of all spells, but 
has no effect on skill cost.
I.E. You add a 10k spell to guard1.  The total cost
of spells is 10k.  You add a second 10k spell to that
same guard, and all of a sudden the total cost for
spells is 40k.
